Associate Vice President
Mr. Castillo is Associate Vice President at Interprise Partners where he provides business consulting and legal counsel to the company and the portfolio. In this role as attorney-analyst, Mr. Castillo focuses on improving the operational performance of Interprise and its holdings by blending expertise in law, government and private contracting, and technology.
Prior to Interprise, Andre worked at the U.S. Department of Veterans Affairs under the office of the Senate-confirmed Chief Human Capital Officer as a Presidential Management Fellow and program manager, where he assumed leadership roles (as a certified FAC-P/PM and COR) in managing and turning around workforce training and technology programs worth upwards of $100 million through a focus on legal compliance, acquisition of new technology and high-performing human capital, and operational automation. For these efforts, Andre’s programs won several awards, and Andre was recognized personally by the department with a Public Service Recognition Award and by the Office of Personnel Management as a PMF Success Story.
In addition to his government experience, Andre has worked in and consulted for private technology companies in healthcare, consumer electronics, esports, and e-commerce, where he is frequently called on to lead high-visibility bids and proposals, compliance efforts, and operational automation. As a self-taught computer programmer, he has personally coded and launched end-to-end software solutions used to maintain compliance for private and government projects worth hundreds of millions with very high customer satisfaction.
Andre earned his J.D. from the University of San Diego School of Law where he graduated magna cum laude and order of the coif; his Master’s degree in International Affairs with a Concentration in International Economics and a Specialization in Emerging Markets from the Johns Hopkins University School of Advanced International Studies (SAIS); and his B.A. in Political Science from California State University San Bernardino.
